COMPOSITE REPORT-Page 3 CUP No. 1405 <br /> • Wetland: There is a large wetland area immediately north of the subject <br /> site. A portion of the subject site drains towards the wetland area. <br /> • Shoreland: The subject property is adjacent to a drainage ditch (tributary <br /> to the Koshkonong Creek). The County's shoreland regulations require a <br /> special exception permit for all earthmoving activities within 300 feet of <br /> waterways. The applicant has yet to apply for this permit. In a related <br /> issue, the applicant indicates that a retention pond would be excavated. <br /> • Floodplain: FEMA maps show that the extreme northwest and southeast <br /> portions of the subject property are in the floodplain. Extraction of sand is <br /> a permitted use in the floodplain zone. Still, the floodplain ordinance <br /> requires that the applicant demonstrate to the satisfaction of the zoning <br /> administrator that the use will not increase flood elevations (s.17.33(2)). <br /> The applicant indicates that the floodplain would not be adversely affected. <br /> • Groundwater: The subject site has a high water table. The applicant <br /> indicates that sand excavation would be to a depth ten to twenty feet below <br /> the groundwater level. The potential impact on groundwater quality of the <br /> operation and storage of plant and equipment should be considered. <br /> F. Without sufficient safeguards, nearby residences could be impacted by the <br /> proposed use, which such potential impacts described as follows: <br /> • Visual: The proposed berm should be oriented and sized to block visibility <br /> from nearby residences along Nora Road to the excavation area. Berming <br /> or landscaping may also be appropriate to screen the use from the new <br /> residence to the northwest. The applicant suggests a "landscaped buffer" <br /> would be provided, but no landscaping is shown on the site plan. <br /> • Noise: Both truck hauling and the possible crusher could have noise <br /> impacts on surrounding properties. The applicant states that noise <br /> suppression equipment would be used. Hours of operation appear <br /> reasonable, but a 6:00 a.m. start time may be somewhat early. <br /> • Dust: The applicant suggests that dust would be minimized because most <br /> excavation would occur below the water table, and that dust suppression <br /> equipment would also be used. The applicant has also agreed to provide an <br /> asphalt driveway to Nora Road. More detailed plans may be required given <br /> the potential use of a crushing plant. <br /> G. Both the Town Board and County Highway Department have identified the <br /> potential impact of the use on the roadway network. The applicant has agreed to <br /> provide a bond for Nora Road in the event that damage is caused from truck <br /> traffic. The Highway Department advises that the applicant be financially <br /> responsible for any required improvement to the intersection of Nora Road and <br /> CTH N resulting from the proposed use. <br /> H. At its December 2 meeting, the Cottage Grove Town Board recommended that the <br /> ZNR Committee approve the CUP. On January 7, the Board also approved a non- <br /> metallic mining permit for the proposed use. The Board conditioned its approvals <br /> on(1) removal of an existing gravel driveway to Nora Road, (2) provision of a <br /> bond to improve Nora Road, if needed, (3) construction of the fencing as shown in <br /> Exhibit A, and (4) construction of an asphalt haul road (driveway). <br />
