7. Phasing: The applicant indicates that it would be problematic to establish a phasing plan for <br /> this small of an operation(26 acres), but suggests that operations would proceed from north <br /> to south. A primary concern related to phasing is to minimize the area which is exposed at <br /> any one time. <br /> 8. Intersection Improvement: The applicant would not object to improving the intersection of <br /> Nora Road and CTH N, if such improvements becomes necessary as a result of the operation. <br /> 9. Site Plan: The applicant has submitted a revised site plan which addresses many of the <br /> features that staff suggested were missing in the preliminary plan(see attached). The <br /> applicant proposes a four foot, six inch high woven wire fence. The applicant should <br /> consider a slightly higher fence, possibly with a row of barbed wire. A gate should also be <br /> installed at the entrance. The erosion control plan should detail the techniques or site <br /> planning features which will be use to handle on-site stormwater and soil erosion.. <br /> 10. Groundwater: Concerns with groundwater relate to (a) the possibility of contamination <br /> resulting from unforeseen fuel spills and (b)the effects on the water level in the adjacent <br /> wetlands of any pumping required in the excavation process. The applicant has indicated that <br /> no bulk fuels will be stored on site. Additional conditions of approval may be appropriate to <br /> protect against spills associated with refueling or equipment storage. The applicant should <br /> address the impact that this operation could have on groundwater quantity, especially as it <br /> relates to the adjacent wetland. <br /> 11. Other conditions: Staff is in the process of reviewing typical conditions from recently <br /> approved mineral extraction sites. It may be appropriate for the Committee to defer action <br /> on this request until a subsequent work meeting. Working with the applicant and the Town, <br /> Staff will then have an opportunity to prepare a preliminary list of conditions which the <br /> Committee may consider if it wishes to approve this CUP request. <br /> cc: Applicant <br /> • <br />
