Dale R. and Dwight D. Huston, owners of Huston Holdings LLC, hereby make <br /> application for a Conditional Use Permit for the purpose of mineral extraction on lands located in <br /> Section 16, T7N, R11E, Town of Cottage Grove, Dane County, Wisconsin. <br /> The site has been investigated by means of borings, backhoe test holes, and sampling and <br /> testing. We have determined a quality source of sand exists on the site. Natural sand is used in <br /> the production of blacktop and concrete products, as fill and bedding at residential and <br /> commercial construction sites, sand boxes and playgrounds, as friction treatments on icy roads <br /> and parking lots, in gardens to loosen the soil, and many other uses. <br /> Development of the site will begin as soon as weather permits after approval of the <br /> Conditional Use Permit. The site will be developed primarily from north to south. We project <br /> the site to be in operation five to eight years based on estimates of the deposit size, current <br /> markets, and future markets for sand. <br /> Access to and from the site will be via a paved haul road to Nora Road, then west one <br /> quarter mile to CTH `N'. A stop sign will be erected on the haul road at Nora Road to insure <br /> safety. April through November we expect an average of forty loads per day with peak days <br /> seeing one hundred loads per day. There will be intermittent hauling the remainder of the year. <br /> We are willing to provide a bond to ensure that the quarter mile of town road to be used is <br /> maintained and kept in repair from any damage caused by the trucks hauling from the site. <br /> The topsoil and overburden will be stripped and remain on-site to construct berms to <br /> shield the site during the sand removal. At completion, the topsoil and overburden will be used <br /> to reclaim the site. These conditions will exist at the site: <br /> - the site will be fenced and signed <br /> - disturbed areas will be seeded to prevent erosion <br /> - areas of the site not disturbed will continue to be farmed <br /> - no bulk fuel will be stored on the site <br /> The site will be reclaimed to farmland, restored prairie, wetland, and lacustrine habitat. <br /> A bond for reclamation, at an agreed upon amount, will be provided. <br /> Sand excavation will be to a depth of ten to twenty feet below ground water. The sand <br /> will be removed by equipment such as endloaders, backhoes, or draglines. Processing will be <br /> accomplished by a portable screening and washing plant. A portable crushing plant may be used <br /> if substantial amounts of coarse aggregate are encountered. No drilling or blasting will be <br /> required. <br /> Dust from the site will be minimized due to the material coming from below water level <br /> and the haul road being paved. A water truck and water pumps will be available to spray the site <br /> if and when needed. <br /> We propose to operate between the hours of 6:00 a.m. to 5:00 p.m. Monday thru Friday <br /> and 8:00 a.m. to 1:00 p.m. on Saturday, unless special circumstances with approval. No activity <br />
