will take place on Sundays and legal Holidays. <br /> The Town of Cottage Grove Land Use Plan recognizes the need and importance of <br /> mineral extraction sites, so long as standards are met. We feel the site meets or exceeds the <br /> standards set forth in the ordinances because: <br /> 1. The site is situated well within lands owned by Huston Holdings LLC. <br /> 2. The site will be secured by fencing. <br /> 3. Trucks will be limited to one haul route to CTH `N' and a stop sign will be installed at <br /> the haul road entrance to Nora Road. <br /> 4. Dust from the site will be minimized by the location of the source relative to water and <br /> by mechanical means when needed. <br /> 5. At reclamation, mined areas will have topsoil replaced and will be seeded with native <br /> grasses and forbs. In addition, the shore of the pond will be planted with native <br /> species . No wetlands or floodplains will be adversely impacted by mining activities. <br /> In fact, the project will result in net increase in floodplain storage capacity. Unmined <br /> areas will be returned to agricultural use once mining is completed. Additional <br /> reclamation activities have been proposed and are currently being reviewed by the <br /> Dane County Farm Drainage Board. If approved, this plan will provide flood and <br /> storm water storage, water quality enhancement, and wetland restoration for 110 acres <br /> of drained wetlands adjacent to the site. <br /> On October 29, 1996 a public informational meeting was held to discuss the Huston Plan. <br /> On November 27, 1996 the Town of Cottage Grove Planning Committee approved a Conditional <br /> Use Permit. On December 2, 1996, the Town of Cottage Grove Board approved a Conditional <br /> Use Permit. On January 6, 1997, the Town of Cottage Grove Board held a public hearing on the <br /> Huston's non-metallic mining permit application at which time no one opposed the permit so the <br /> motion was carried 5 to 0. The non-metallic mining permit (# 19975) was issued by the Town <br /> of Cottage Grove Clerk, Theresa Turner , on January 22, 1997. <br /> The results of this relatively short term mineral extraction site will be an enhancement to <br /> the environment and a valuable asset to the current and future development of the area, while <br /> providing a necessary product, sand. <br />
