Tor, Eorche.rt 4146233431
P. 05
March 29, 1991
To: John Prosser,Town Supervisor,Town of York
Other Town and County Officials(as appropriate)
Re: Proposed new construction in the Town of York
It has come to my attention that there has again been a request by Mark Srnithback to build a house or
houses in the land-locked woods within view of our farm. The request, and the passage of that request by
the Town of York Board, frankly surprises and disturbs me.
Mr. Srnithback presented a ill-conceived development plan to the Town of York Board last fall, which
included the development of the 40 acres of woods and three separate driveways. As you recall at that
time, about 10 neighboring homeowners noted the dangerous precedence of the plan as it opened the
ability for others to similarly convert the other land-locked woods parcels into housing developments. As
was stated at that meeting, there are approximately 55 such parcels in the Town of York.
Mr. Snuthback apparently returned in front of the Town of York Board on March 10, accompanied by a
lawyer. His arguments for development were similar with the exception of a single private diive that
would be deed restricted as a private road His stated use for development of the wooded area (from
multiple houses to a single dwelling, and a variety of stated acreage for each parcel)has created a level of
distrust among all of the other landowners in the area-I clearly see a probable scenario of multiple
unit development in the area and not(as stated)a single proprietor building for his immediate
family. As I was in attendance at that meeting(in reference to my school district boundary dispute), I was
frankly surprised that the Town of York Board, considering the overwhelming opposition by almost all
adjoining property owners, would consider action on this issue.
The Town of York Board and county officials must realize the very dangerous precedent that it sets if it
considers the request of Mr Snuthback There is a very clear trend in and around north-cast Dane County
for housing development and the disappearance of farmland The ill-conceived development plan of Mark
Srnithback clearly precipitates the trend of poor land use planning.
Sincere y,
James D.
