Good evening,my name is Gerhard Banfi. My wife and I and our 2 children live on
Fadness Road in the Township of Christiana.
I grew up in Monona and graduated from Monona Grove High School in 1969 and
the UW Madison in 1975 with a degree in Art and Art History. My fascination with
all things mechanical goes way back, from arching truck springs with a hammer
and anvil to fueling jet planes at Frickelton Aviation As a registered SCCA
mechanic I worked on Formula Race Cars, and have owned several exotic sports
cars. I have never advertised my shop as a general repair facility but instead people
come to me because of my reputation as a knowledgeable technician. People trust
me with some of their most valuable possessions.
Three years ago I applied for a zoning change which would permit me to not only
restore my own cars,at my country home, but do some customer's work as well.
Because of my ignorance as to the conditional use permit and zoning procedures,
I applied for a C2 zoning district. After the County Zoning Board reviewed my
application and discussed my requirements with the Christiana Town
Board, aggreement was made that the appropiate zoning would be A-2 with a
Conditional Use Permit. I was notified by mail that I was granted Conditional
Zoning -Amendment No. 5913. I honestly believed I had met all zoning and
permit requirements and proceeded to work in my shop. And now this small
business supports my family. This year after reviewing the minutes of the 5-10-94
ZNR meeting, the motion reads to "facilitate application for a CUP",which carried
7-0. And this is why I am here this evening
Our farm house was built in the 1860s. The proposed site of the CUP was formly an
abandoned chicken coup which we removed in order to build a modern structure.
The structure was built with all current universal building codes in mind, footings,
foundations, insulation and engineered trusses by Fish Building Supply. If you were
to drive or walk down Fadness Road you would not see my shop because
of our existing house, mature lilac bushes,30 foot Blue Spruce and a well kept
tobacco shed. All cars, even our personal transportation are parked behind the
house. It has always been a concern of mine that I do not disturb or disrupt my
neighborhood so I do not advertise with ugly signs or race my cars down our street
And to accomadate my customers I generally pick up and deliver their vehicles.
For 16 years my wife and I have tried to be responsible, good citizens in our
community. The elected representatives of the people of Christiana, the Town Plan
Committee and the Town Board, people that know me and my family, have
considered my application(twice)for this zoning and conditional use permit and
unanimously approved the application as submitted. Please concur with the
resolution made by the Christiana Town board and approve the permit.
