Introduction: Hoffman Construction is applying for a conditional use permit for mineral extraction on the Carl Rattman property in Sec. 30, T7N, R11E, in the Town of Cottage Grove, Dane County. Hoffman Construction Co. is a highway grading contractor and has been awarded the Hwy 12/18- IH 90 Interchange reconstruction project with the Wis. D.O.T. As part of this work, approximately 420,000 cubic yards of borrow excavation (fill dirt coming from outside the right-of-way) is required for the project. The project will begin in late March, 1997 and will be complete in September, 1998. In addition, the Wis. D.O.T. is scheduled to let for bids reconstruction of the Badger Interchange (IH 90/94 & Hwy 30) in Feb. 1997 which requires 30,000 cubic yards of borrow excavation and Hwy 12/18 from IH 90 to Northstar Road (east of C.T.H. N) in March 1997 which requires 65,000 cubic yards of granular backfill for marsh pre-loading. Hoffman Construction proposes using the Carl Rattman property as herein described for obtaining the required borrow excavation for Wis. D.O.T. projects. Description of Borrow Excavation Operation: As shown on the attached site drawings, Hoffman Construction Co. proposes to obtain the required fill material from the south east facing slope of the existing hill on the property, starting at the Hwy 12/18 right-of-way, extending south to the existing houses on Hope Hollow Trail, off C.T.H. AB. The only truck access will be via Hwy 12/18 directly. No material will be hauled on Hope Hollow Trail, or C.T.H. AB. The access road will be located on Hwy 12/18 as shown on the site drawings and will be protected by tracking pads and traffic control as herein described. The project on Hwy 12/18 and IH 90 requires 220,000 of borrow excavation in the 1997 construction season and 200,000 cubic yards of borrow excavation in 1998. The Badger Interchange project and the Hwy 12/18 project to Northstar Road require borrow excavation in 1997 only. Our plan is to only open no more than 1/2 of the borrow pit at a time. The sequence of operations is as follows for both the 1997 and 1998 excavations: - Install erosion control devices - Strip topsoil and stockpile at perimeter of excavation - Excavate and haul material to project site via Hwy 12/18 - Replace topsoil and reseed disturbed areas The material will be excavated by backhoes and hauled to the IH 90 12/18 and Badger Interchange projects with trucks.
