Carried. <br /> II . APPROVAL OF MINUTES : Meeting(s) of 5/10/95 - Motion, <br /> Esser, second, Lowenberg, to approve minutes of 5/10/95 . Carried. <br /> III . CEREMONIAL MATTERS : Presentations, Guest Introductions, <br /> Commendations <br /> IV. GENERAL BUSINESS : <br /> A. Stormwater Management Report Review - 6 :00 PM - Goal <br /> tonight is to get direction as to whether or not Stormwater Mgmt <br /> group on right track or not . Warren gave history of project and <br /> how we have divided watershed into subbasins . Looked at on a <br /> regional basis so we don' t end up with little ponds all over the <br /> Village and beyond. How to implement and enforce is the tough <br /> question. Need to identify and protect critical areas to achieve <br /> stormwater quality. Regional ponds to hold and release at a <br /> calculated rate . Dry ponds, infiltration ponds and swales and <br /> first-flush filters for developed areas . In technical review now <br /> with DNR and RPC for about the next 60 days . Must be done yet this <br /> year. Total cost of project $71, 000 . Grant is $51, 000 . RPC <br /> (service and staff $15, 000) . Hydraulic work we did for Glaciers <br /> Edge Square box culvert is our Village contribution so no out-of- <br /> pocket costs from General Fund. If we map out the areas it would <br /> give us some authority when reviewing developments . Whether we <br /> adopt the plan or not, it will have an impact, especially when it <br /> comes to expanding our urban service area. RPC has authority over <br /> and above Village for environmental corridors . First-flush <br /> structure would be useful behind fire station to catch first runoff <br /> going out storm sewer there . Cost of land, cost of implementation <br /> and cost of maintenance are all concerns . Our Master Plan will <br /> have to address implementation. Proposals for structures will be <br /> on a case-by-case basis . All begins at stage where looking at what <br /> areas to reserve. River Falls and Franklin have adopted such <br /> plans .
