Black Earth Creek Mediation Proposal and Resolution - <br /> Frustration over developments in communities Warren serves along <br /> Black Earth Creek prompted him to propose a mediation group for <br /> communication among communities to take place where Black Earth <br /> Creek is concerned. Planning has got to take place to avoid future <br /> fiascos such as Sunny Project . Looking for a non-partison point of <br /> view. Would choose and hire a mediator for $5-6, 000 to discuss not <br /> only creek but hills, valleys, etc . Outcome of these meetings <br /> would be up to the communities . Warren wants a resolution which <br /> commits us only to participate. Mazomanie and Black Earth have <br /> passed the resolution as have 2 or 3 of the townships . <br /> Environmental groups would participate. Set up ground rules before <br /> we get to controversies . <br /> Motion, Roberts, second, Esser, to recommend to Village Board to <br /> pass Resolution Supporting a Black Earth Creek Watershed <br /> Development Deliberation. Carried. Hopefully private entities and <br /> utilities will help fund first phase. Communities may be asked to <br /> help fund future phases . <br /> E. Policy for Assessing Road Improvements - All <br /> communities charge for curb and gutter. 50% of curb and <br /> restoration behind curb is most lenient . Replacements of curb, <br /> gutter and sidewalk least likely to be assessed because there is a <br /> sense someone already paid for it . Relatively few assess street <br /> work. We have assessed all but 25% of asphalt . Review Statutes . <br /> Traveled portion of roadway hard to assess . Widened portion and <br /> benefit to abutting property is defensable.
