4. Whenever emission testing is required by the Department, the following test methods shall be em- <br /> ployed: <br /> a. Compliance with visible emission limits shall be determined by U.S. EPA Method 9. <br /> b. Compliance with nitrogen compound emission limits shall be determined by U.S. EPA Method <br /> 7. <br /> c. Compliance with carbon monoxide emission limits shall be determined by U.S. EPA Method 10. <br /> d. Compliance with sulfur dioxide emission limits shall be determined by U.S. EPA Method 6. <br /> e. Compliance with total organic compound emission limit shall be determined by U.S. EPA Meth- <br /> od 25. <br /> f. Compliance with the requirement of no visible emission at the property boundary shall be deter- <br /> mined by using U.S. EPA Method 22. <br /> 5. One or more of the following shall be used as necessary to meet the opacity requirement of 20% from <br /> all haul roads and from drilling operation, and the requirement of no visible emission at the property <br /> boundary. (Sec. 144.394(3), Wis. Stats.): <br /> a. use of watering truck or other means of dust control on all trafficable areas during plant opera- <br /> tion; <br /> b. covering of load boxes or wetting down of load in crushed stone hauling trucks before they leave <br /> the plant property; <br /> c. use of wet drilling; <br /> d. use of any other method of dust control that is approved by the Department in writing. <br /> 6. The facility shall post and enforce a speed limit of 10 miles per hour for all crushed stone hauling <br /> trucks on plant property. (Sec. 144.394(3), Wis. Stats.). <br /> 7. The facility shall prepare and submit a malfunction prevention and abatement plan following the <br /> requirements of sec. NR 439.11, Wis. Adm. Code within three months after the start of initial <br /> operation. A fugitive dust control plan shall also be included in this plan. This plan shall include <br /> a facility map that identifies all trafficable areas that could potentially contribute to the emission of <br /> fugitive dust and the dimensions of these areas. The plan shall be in writing and shall be updated <br /> every other year and retained at the facility. (Sec. NR 439.11, Wis. Adm. Code). <br /> 8. The amount of limestone processed may not exceed 33,333 tons per month averaged over any 12 <br /> consecutive months. (Sec. 144.394(7), Wis. Stats.). <br /> This condition is included here to limit the potential emission limit of fugitive dust from the facility. <br /> Compliance with this condition during the first twelve months of operation after this permit is issued <br /> shall be determined by using the following method: <br /> In the first month of operation, the material processed shall be the actual amount of material pro- <br /> cessed during the first month not to exceed 33,333 tons. After the second month, the average <br /> production rate shall be determined to be the total amount of material processed during the last two <br /> months divided by two not to exceed 33,333 tons.
