COMPOSITE REPORT - Page 2 APPLICATION NO. CUP 1265 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1265. This proposed mineral extraction(quarry)site is in an Agricultural Transition Area of the <br /> Town of Oregon. It is further delineated as a specific mineral extraction area on the plan map. <br /> The site is currently farmland, with the Oregon urban service area to the north(planned for residential <br /> development); a Rural Development Area to the east, where low density residential development exists <br /> and is planned; and agricultural land to the south and east. <br /> The adopted town/county plan has the following policy which applies to delineated mineral extraction <br /> areas on page 31: <br /> 9. To allow for expansion of mineral extraction sites or establishment of new sites, if the <br /> conditional use standards of the Dane County Zoning Ordinance are met after <br /> consideration by the Town Planning Commission and Town Board. In summary form, <br /> the conditional use standards address these basic issues: <br /> a) Protect the public health, safety and general welfare; <br /> b) Protect the interests of neighboring property; <br /> c) Protect the future development of neighboring property; <br /> d) Provide for adequate road access, drainage and other site improvements; <br /> e) Minimize traffic congestion on public roads; <br /> f) The use conforms to other applicable zoning district regulations. <br /> Staff comments related to the standards: <br /> a. The site is proposed to be fenced with a security enclosure and gates to prevent accidental falls into <br /> the quarry. <br /> The application indicates dust control is proposed, but no specific process or frequency is <br /> proposed. The access road to Union Road is proposed to be paved. <br /> Truck traffic is proposed to take Union Road south to CTH A. Going north would require going <br /> through an extensive residential area of the village. The application indicates the proposed hours of <br /> blasting, but gives no indication of the size or frequency. With a number of homes to the north and <br /> east of the site, there will need to be some agreed limits on the size and frequency of blasts. <br /> b. The interests of neighboring property owners will probably be discussed most. There are planned <br /> residential development areas to the north and east with many homes in place. The application <br /> indicates the northern portion of the site(approximately 660 j will not be disturbed and will <br /> remain in agricultural use as an "operations setback," or buffer from houses to the north. <br /> The application indicates a 100_setback from the east and west lines with an earth berm as a <br /> measure of separation. <br />
