CUP 1265 (cont) <br /> c. This proposal may have a major impact on the development of neighboring property. The area to <br /> the east is designated as a Rural Development Area on the town plan map. Plan policy would allow <br /> this area to develop with two acre lots;however,there is another mineral extraction policy on page <br /> 31: <br /> 8. To limit development in and around mineral protection/extraction areas to insure access <br /> for future use. The following policies apply to the Mineral Protection Extraction Area <br /> delineated on the Land Use Plan Map: <br /> a) Residential uses will be limited to any existing houses; any new house must be primarily <br /> for an owner/operator who has a need to live on-site. <br /> b) Non-owner residential uses may be considered if the site is sufficiently separated from <br /> current and potential extraction areas to prevent future conflicts. These residential sites <br /> must meet the policy criteria of the Agriculture Category. If such residential parcels are <br /> approved, a warning will be placed on the deed noting future mineral extraction activity. <br /> c) The only commercial or industrial uses allowed will be those directly related to the <br /> mineral resource use such as redi-mix concrete and hot mix paving plants. <br /> It is unclear how far limiting development"in and around mineral protection/extraction areas" is <br /> supposed to extend. If it extends to this land to the east, then it may be 30 years (projected life of <br /> the quarry)before additional residential development is allowed. There needs to be some <br /> understanding of how policies#8 and#9 interact before this project is approved. <br /> We note the Oregon Urban Service Area is immediately north of the proposed site;however, the <br /> long-range plan does not propose further extension to the south. <br /> d. The application indicates a paved access road to Union Road and routing of truck traffic south to <br /> CTH A. The County Highway and Transportation staff will need to evaluate the impact of truck <br /> traffic and turning movements on CTH A. <br /> The site plan indicates provision for drainage during and after extraction. The site plan also <br /> indicates restoration of the site to agricultural use after the mineral is extracted(approximately 30 <br /> years). <br /> e. By routing trucks to the south on Union Road, it avoids travel through residential areas;however, it <br /> tends to concentrate all of the truck traffic in this one-half mile part of Union Road. <br /> f The site plan proposes phasing the project, working from south to north. The restoration plan <br /> indicates Phase 1 will be restored to agricultural use as Phase 2 is begun, with the entire site <br /> reclaimed to agricultural use after the proposed 30-year life of the quarry operation. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> Not directly adjacent to CTH"A"or CTH"MM"by joint permit with existing field entrance <br /> contingent on approval of CSM and Zoning. <br /> OTHER <br /> None. <br />
