This proposed farm co-op business site is in an agricultural preservation area of the <br /> Town of Dunkirk. While such a site would conflict with policies for commercial development,there is <br /> a general policy for ag-related uses: "Commercial or industrial land uses that are agriculturally oriented <br /> shall be encouraged to locate in areas where they can most economically and efficiently serve the farm <br /> community." <br /> This site,two miles east of Stoughton,is in a major agricultural area. Feed mills and fertilizer plants <br /> can cause conflicts in urban communities;therefore, a rural location to serve farmers can be <br /> rationalized. <br /> The RH-3 site to the south is an existing farmstead being separated from the balance of the farmland. <br /> There is a farmstead across USH 51 to the north. All other surrounding land use is farmland. <br /> Access should be limited to Tower Drive to protect the traffic capacity of USH 51. <br /> If the rezoning is granted, it should be conditionally rezoned for only the farm-related business, since <br /> most other C-2 permitted uses would conflict with policies at this location. Another alternative would <br /> be to rezone the site A-B Agriculture Business District, which would allow the uses requested and not <br /> allow the uses which would conflict with policies. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
