• <br /> COMPOSITE REPORT -Page 2 APPLICATION NO. CUP 1281 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1281. This proposed site for religious use is in an agricultural preservation area of the Town of <br /> Blooming Grove. The adopted town/county policies raise questions about this proposal which need to <br /> be addressed. The adopted policies are: <br /> 1. Those lands delineated as agricultural preservation areas on the map shall not be used for <br /> development unless there is a finding of need for such area for additional development. <br /> 2. Residential subdivisions, commercial, and industrial developments are not agriculturally <br /> related and shall be required to locate in urban service areas where the full range of <br /> public services are or can be provided. <br /> 3. Those land uses and activities that could conflict with the agricultural use or adversely affect <br /> the long-term investment in the land and improvements in areas designated for farmland <br /> preservation shall be discouraged. <br /> 4. Limit non farm residential development to those areas with soils not classified as prime <br /> farmland or those of statewide importance (as shown on soil map). <br /> - Lot size two (2) acre minimum. <br /> - Density limited to one (1) lot per 35 acres offarm owned as of June 11, 1983. The lots may <br /> be clustered or scattered. <br /> - No roads or driveways shall be permitted to cross agricultural land to reach proposed <br /> non farm development. <br /> - Lots will be approved if all policy criteria are met. <br /> 5. Farmers within the town are encouraged to follow soil conservation plans and to utilize soil <br /> conservation practices. <br /> 6. Agencies and bodies responsible for the preparation of plans for public improvements, such <br /> as roadway corridors,power lines,pipelines, or sanitary landfills shall be requested to <br /> recognize the agricultural land preservation goals of the town. <br /> 7. There are a number of small(substandard)parcels already in existence in the designated <br /> Agricultural Preservation Areas. One house per such a parcel less than 35 acres will be <br /> allowed if the requirements of the County Sanitary Ordinance are met. <br /> Discussion of CUP Related to Policies <br /> 1. This 40-acre parcel is currently farmland, with farmland to the north, east and south. West of <br /> • Sprecher Road is a large-lot rural subdivision. <br />
