4 • Y <br /> CUP 1281 (cont.) <br /> There are hundreds of acres of land east of Sprecher Road designated as"transitional"or areas <br /> more likely to be urbanized. Lands east of Sprecher Road are primarily designated agriculture <br /> preservation area. <br /> There does not appear any finding of need for this 40-acre site at this location. <br /> 2. This site is one-half mile outside the Central Urban Service Area, with no adopted plans indicating <br /> an intent to urbanize this area in the near future. <br /> The application indicates a large building with seating for 1,500 people. Developments of this <br /> magnitude are typically urban,not rural, in nature. <br /> 3. As noted previously,lands east of Sprecher Road are designated for agricultural preservation with <br /> the following objectives: <br /> 1. To preserve the productive agricultural lands for long-term farm use. <br /> 2. To maintain open space provided by agriculture to guide urban development. <br /> 3. To protect farm operations from conflict with incompatible uses. <br /> 4. To maintain the eligibility of farmers for state farmland preservation credits. <br /> While a church in and of itself can be compatible with agriculture, a large church serving an urban <br /> population can have the adverse effects in long-term investment that this policy is concerned with. <br /> Other owners and other similar uses may assume that development is allowable in this area. <br /> 4. While this policy is oriented to residential development,the applicant does indicate that 60%of the <br /> soils on the site are Class I or II, which are equivalent to"prime agricultural soils"as defined by <br /> USDA. The other 40%of the soils are Class IQ, which are equivalent to"soils of statewide <br /> importance"as defined by USDA. <br /> Thus, any non-farm residential use is to avoid these productive agricultural soils, while this <br /> proposed site of 40 acres has 60%(approximately 24 acres)prime farmland and 40% <br /> (approximately 16 acres)soils of statewide significance. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
