MONING Dr <br /> RE: Site Mitigation Proposals <br /> DeConstruction, Inc. (DCI) recently provided you with a memo describing the design and <br /> operation of the proposed recycling center for construction and demolition (C & D)debris in <br /> Gaston Quarry, Cottage Grove. This memo describes DCI's proposed site development plan <br /> that will help to mitigate the impact of the recycling facility on area residents of Cottage Grove. <br /> DCI proposes to comply with the following conditions if permitted to operate the C & D debris <br /> recycling center in Gaston Quarry. Please see the attached map while reading through the <br /> following proposed conditions. <br /> 1. DCI will widen and strengthen the Gaston Rd. entrance from C.T.H. N up to the facility <br /> entrance. <br /> 2. DCI will clear vegetation at the facility entrance to ensure maximum visibility for trucks <br /> leaving the facility. <br /> 3. DCI will install a six-foot fence surrounding the facility. Currently, only a three foot fence <br /> partially surrounds the facility. <br /> 4. DCI will add to the existing berm bordering the southern edge of the quarry to better <br /> screen the future school and developments to the south of the quarry from the noise and <br /> view of the facility. The berm will be as high as to block any view of the recycling facility <br /> when viewing the quarry site from the south. Note, a large berm already exists with <br /> extensive vegetation to the south and the facility location in the quarry is"sunk-in" relative <br /> to the borders of the quarry. <br /> 5. DCI will plant vegetation on the north side of the quarry to help screen the noise and view <br /> of the facility from adjacent homes. <br /> 6. DCI will orient the facility and the tipping floor to direct noise away from homes and the <br /> future school, and to minimize the need for trucks to "back-up" (i.e. to minimize the back- <br /> up beeper noise). <br /> 7. As a condition of purchasing of the quarry, the extensive existing contamination will be <br /> cleaned up. This contamination presents great risk to, and may have already <br /> contaminated, ground water surrounding the quarry. <br /> 8. DCI will include the advisory committee and Cottage Grove's long range planning <br /> committee in the review and finalization of the land reclamation plan for the quarry. Note, <br /> the specifics and timeline for the removal and relocation of the recycling facility will be <br /> included in the land reclamation plan. <br />
