Webster Street <br /> Madison, WI 53707-7921 <br /> Dear Mr. Braddock, <br /> I am writing to you on behalf of the Village of Cottage Grove per Board action <br /> of October 17, 1994. We appreciated the copy of the grant application of <br /> Deconstruction, Inc. you forwarded to Sheri Severson for our review. Our <br /> interest in this project stems from the fact that the Village of Cottage Grove <br /> has retained the right to review extraterritorial land uses on passage of the <br /> Wellhead Protection Ordinance. This ordinance has been reviewed and accepted <br /> by the Wisconsin Department of Natural Resources and the Wisconsin Rural Water <br /> Association. <br /> The proposed project comes in direct contact with the recharge area of the <br /> main water supply for the Village of Cottage Grove. The Village has passed a <br /> resolution which denied the conditional use permit for the project. In <br /> addition, the Town Planning Commission and the Township of Cottage Grove have <br /> also denied the conditional use permit. We have been involved in several <br /> discussions with the residents in the area as well as with the Monona Grove <br /> School District and have all agreed that the proposed site for this project is <br /> not in the best interest of the Village or the Township of Cottage Grove. <br /> This project will be sited in the midst of a current residential area, within <br /> 800 feet of a new K-2 elementary school and undeveloped land which is <br /> designated for residential development. After our review of the proposal and <br /> meeting with the individuals of Deconstruction, Inc. (DI) , we still have <br /> several concerns regarding the recycling area and the quarrying activities. <br /> The site plan which was presented to the Town Planning Commission and the Dane <br /> County Zoning Committee was not drawn to scale, did not indicate specific <br /> locations of buildings, turn-around areas for trucks, unloading or storage <br /> areas, buffer zones around the facility to protect the residents. <br /> DI has not addressed the problems with the additional road usage which will <br /> occur because of the added trucking, i .e. , traffic congestion, weight <br /> limitations and restricted use; repair and replacement for damaged roads. <br /> Another area of concern we have is their financial ability to complete the <br /> project and their ability correct any problems which might occur, i .e. , <br /> posting bonds to protect the village's water supply as well as the residents <br /> in the area. When asked how they would deal with this problem, DI responded <br /> that they would contact their insurance company and file appropriate claims. <br /> • <br /> We hope that bond requirements be determined by the Village and not by the owner. <br />
