• <br /> Mr. Braddock <br /> Page 2 <br /> In their presentation to the Dane County Zoning Committee, DI representatives <br /> indicated that they will contain any contaminants or hazardous materials which <br /> might be brought in, but could not describe how they would remove these <br /> contaminants and where they would store them or how to dispose of them. <br /> They also were not able to provide adequate explanation as to the <br /> qualifications of their staff, the consultant, and the staff they expect to <br /> hire. According to their vita's, Mr. Walthrop has recently graduated from the <br /> University of Wisconsin-Madison and been employed in a student capacity for <br /> the majority of that time. Ms. Seelicker has had no experience in recycling <br /> or any training in determining the nature of contaminated materials. In their <br /> presentations DI officials indicated that both of these individuals will be <br /> training their staff to sort the incoming materials, determine which materials <br /> contain contaminants and determine how they will be disposed of. We are <br /> concerned that they will not be able to provide adequate training to the staff <br /> they intend to hire or will be able to recruit trained technicians at $6-$7 <br /> per hour (as quoted) . <br /> It appears from their application for funding that they intend to create <br /> manuals to deal with safety, OSHA and other regulations. Will these manuals <br /> be checked by DNR to ensure that they are in compliance with the proper <br /> regulating authorities? If so, will that occur prior to the award being made <br /> to ensure the safety of the residents as well as the workers on site. <br /> ' Several public hearings were held to allow residents to voice their opinions <br /> on this project. 40 to 50 residents attended the Township meetings and 20-30 <br /> residents attended the Dane County Zoning meeting to voice their opposition to <br /> this project. Action is pending at the county level . During these public <br /> hearings, suggestions were made to locate this project near the local <br /> landfills. There is an established business which performs these same <br /> functions which is operating within 7 miles of the proposed site. <br /> It is our opinion that this is not an appropriate site for this project. The <br /> potential for problems is too great and the process for the completion of this <br /> project has not been clearly identified. Past experience has proven that <br /> previous owners have not been able to successfully complete projects at this <br /> site. We are afraid that DI will not be able to accomplish all that it has <br /> indicated and promised and will leave a disasterous mess for the Township and <br /> the Village to correct. <br /> Thank you for your kind assistance and attention to this matter.
