Box 146 <br /> Cottage Grove, WI 53527 <br /> October 6, 1994 <br /> To Whom It May Concern: <br /> You may know that the matter of Dane County granting a conditional use <br /> permit for the location of DeConstruction Inc. , a demolition and <br /> excavation company (Roxanne Seeliger is the President) , at the quarry <br /> located just west of County Highway N on Gaston Road is one of grave <br /> concern to the many residents of the Monona Grove School District, the <br /> Village of Cottage Grove, and the various sub-divisions adjoining that <br /> site which are all located in the Town of Cottage Grove. Major <br /> concerns include: <br /> The quarry has not yet been reclaimed or restored as agreed upon <br /> with the prior operators of the quarry / mineral extraction company <br /> even though the quarry operation has been closed for years. In the <br /> present non-restored condition it lacks the normal clay layers of <br /> sub-soil that should prevent harmful materials from passing through <br /> the porous layers of limestone into the aquifer below. That poses <br /> a question as to what will stop lead from old painted construction <br /> materials, PCB's, or dangerous petroleum products used in the <br /> manufacture of old roofing from seeping down into the water supply <br /> used as drinking water by so many residents of the areas named <br /> above? We sincerely believe the restoration of the proper grade <br /> and depth of sub-soils must be done before that site is considered <br /> for any commercial or residential use and it should be done <br /> immediately. <br /> Other factors that must be considered before that conditional use <br /> permit is granted is what will be the effect upon others now <br />• attending school, living, and working in that area and what will it <br /> do to the proposed new school site that adjoins the proposed site <br /> for DeConstruction Inc. . Concerns must include safety from <br /> hazardous airborne particulate, fumes, dust, noise, as well as what <br /> will keep asbestos waste products from becoming airborne? What will <br /> be done about the road hazards caused by so many slow moving trucks <br /> turning across the east bound lane of Gaston Road which will be <br /> totally obscured from the west by the steep slope? These <br /> conditions all indicate that this is not a Good location for this <br /> kind of an operation! <br /> When I bought my home property from Edward Olson Sr. , in mid-year 1968, <br /> I was concerned about the proximity of the old quarry / gravel pit which <br /> he also owned and I told him so. He then assured me that it was closed <br /> and would not be reopened. He said that only occasionally he would take <br /> out small amounts of gravel and limestone rocks for small landscaping <br /> projects. <br />
