The petition clearly states that the rezone <br /> shall be effective upon the execution of an agreement between the Town of Dunn and <br /> Juliun R. Atkinson and/or Agnes Atkinson their heirs, assigns or representatives. No <br /> agreement was ever executed. <br /> On November 11, 2000 the current owner of the property, Steven Aaberg, applied for <br /> a wrecking permit to remove the multifamily building on the property.
