PK <br /> motion of Sup . Schuck , second by Sup . Gjermo and carried. Request is <br /> for 30 acres west of 2763 CTH N . from A-1Ex .. to C-1 to allow for a <br /> 4 hotel/motel operation. Chairman Green reported that the Plan <br /> ` Commission had taken no action and opposess this rezone for the <br /> following reasons : <br /> This is A-1Ex land . <br /> Septic is limited to that for a one bedroom home (a motel/hotel would <br /> require an extensive system) <br /> Access to this property is not owned by Mr. Skaar but by Mary Tomlinson <br /> with a 66ft . access easement. only. There is no frontage on CTH N . <br /> Mir. Skaar indicated he felt a deal could be worked out with Mr. <br /> Tomlinson to give him a driveway. Mr. Skaar indicated he had made <br /> application with John Norwell , Dane Co. Highway, for a driveway permit . <br /> Chairman Lunde noted that an easement is different than a dedicated <br /> road. Mr. Skaar made references to the P S Travel Center concerning <br /> size of septic etc . and was told that this center was built before a <br /> Plan Commission was in place in Pleasant Springs and a system was set <br /> up for consistency in considering rezone requests . Sup. Movrich said <br /> the board should know exactly what the request is for , before it can be <br /> considered. Sup. Schuck stated concern with rezoning fron A--1Ex to C- <br /> 1 , as in the past there have been changes from one class of commercial <br /> to another , but not. from Ag land to Commercial . Chr , Lunde voiced <br /> concern that more concrete evidence of what will be going in there is <br /> needed ( it has been the policy to not "zone ahead" without a specific <br /> request ) and agreement from Tomlinson about the driveway should be in <br /> place before the request can be considered. Motion by Sup. Movrich, <br /> that consistent with the practice of the Plan Commission and the Town <br /> Board, the request be rejected pending further information with , <br /> something more concrete for consideration, second by Sup . Schuck and <br /> carried. (Mr. Skaar requested the motion not use the word " reject" , but <br /> "delay" instead. Sup . Movrich indicated the word should remain so that <br /> the County is not led to believe that in any way the board is approving <br /> t is request . ) <br /> .: PRELIMINARY REZONE REQUEST by Thomas Walz , Rezone 35 acres from A- <br /> lEx to residential Rh4 at 1650 Straus Rd . It is a wooded hill . Plan <br /> Commission recommends approval . Mr . Walz was told about the need to <br /> develop and improve the road with a cul-de-sac with a cost sharing <br /> between owners when other land is developed. Mr . Walz requests delay <br /> in road upgrade and building the cul-de-sac until the building permit <br /> is issued on this property. Motion by Sup. Movrich to approve this <br /> request for the 35 acre rezone from A-lEx to Rh4 at 1650 Strauss Rd. , <br /> second by Sup. Schuck and carried. <br /> 7) SPECIAL EXCEPTION PERMIT by Sam Sloan to create a Swale/depression <br /> for drainage into the Yahara River at the NE corner of Yahara Road <br /> and Oakview Dr . (south of 1820 Oakview) . Plan Commission recommends <br /> approval . Motion for approval by Sup. Gjermo , second by Sup. Schuck <br /> and carried . <br /> 8) GREENBRIAR ESTATES - OSCAR/SHIRLEY LINNERUD - Preliminary plat map . <br /> George Weir, Linnerud's engineer showed the plat containing 41 lots , <br /> curb and gutter , and an area of 2 . 33 acres for drainage/park land with <br /> 1 .28 acres of this area set aside for a park . Chairman Green related <br /> that the plan commission discussed the number of lots ( the original <br /> request was much fewer) , 2. 33 acres does not meet park requirement, the <br /> plan commission would like to have the drainage area fenced and deed <br /> restricted, the park area graded to no more than 2% slope. Plan <br /> Commission recommends approval pending review by the town engineer, <br /> that the park land be graded to not 2% slope and the drainage area be <br /> fenced and deed restricted.
