limited to school capacity, transportation system capacity, emergency services, <br /> (police, fire, EMS) capacity, parks and open space availability, are adequate to <br /> serve the proposed use. <br /> Response to Concerns—Although the Congregation is tax-exempt, it has offered <br /> to pay taxes on unimproved portions of the property. This will be a majority of <br /> the acreage. This offer is made in spite of the fact that no children will be added <br /> to the school district as part of the retreat; thereby not placing an added burden on <br /> school capacity. Since the bulk of property taxes are used as support for schools, <br /> we feel that the taxes which the Congregation has offered to pay will more than <br /> offset any use of the transportation system and emergency services which are the <br /> only portions of the plan which apply to this proposed conditional use. <br /> Additionally, because the significance of the retreat would be lost by having a <br /> lot of people on the property, a majority of the activities will be held for groups no <br /> larger than 25. Further, many of these participants will travel by van or car pools to <br /> the site. It is our estimate that the retreat will not significantly increase traffic in the <br /> area. <br /> Town Use Plan— 3-i). The land proposed for redesignation is suitable for <br /> development and will not result in undue water or air pollution, cause <br /> unreasonable soil erosion or have an unreasonably adverse effect on rare or <br /> irreplaceable natural areas (such as floodplains, wetlands, steep slopes, significant <br /> woodlands, etc.) <br /> Response to Concerns— Although the property contains floodplains and <br /> wetlands, the portion proposed for use does not contain floodplains, wetlands, <br /> nor steep slopes. It does contain woodlands. The proposed structures would be <br /> in the woods. Wherever possible, existing open spaces would be utilized rather <br /> than clearing any area for building. Building would be low impact and provide <br /> for the continued preservation of the existing woodlot. The only large unit <br /> proposed is a lodge which will be approximately the size of a modest home. <br /> Other proposed out buildings will be significantly smaller than those needed for <br /> farm operations. <br /> The Wisconsin Department of Natural Resources states that this property is <br /> not in a priority watershed area (See Appendix H). Despite this fact, the <br /> Congregation will take the following steps to address run-off and erosion <br /> concerns for the protection of surface water and ground water. The Congregation <br /> has consulted with the Wisconsin Department of Natural Resources and, in <br /> accordance with their recommendations, will: 1) advise all contractors that we <br /> will not allow construction site erosion and require them to have a run-off <br /> erosion control plan; 2) construct buildings that are low impact in order to do <br /> preserve the natural integrity of the land. <br /> Further, concerns were raised that nearby Story Creek could be damaged by <br /> sediment. However, the creek does not run though this section of property and <br /> proposed building sites are slightly less than 1/2 mile away with no direct water <br /> flow to the creek. <br />
