Mr. Niesen will own and operate this business. The <br /> retail garden center part of the business will offer for sale <br /> nursery stock, plants and gardening and landscaping materials, <br /> supplies and tools, such as trees, shrubs, bedding plants, flowers, <br /> stone, mulch and topsoil. The garden center will not sell <br /> furniture, in response to neighborhood concerns about selling this <br /> product. The garden center will sell fertilizers, herbicides and <br /> pesticides. The garden center, however, will not sell or store on <br /> site bulk fertilizers (no bag or container holding more than 50 <br /> pounds) , bulk herbicide (no bag or container holding more than 50 <br /> pounds) , or bulk insecticides (no bag or container holding more <br /> than 50 pounds) . The landscape contracting business will not store <br /> bulk fuel (no tank exceeding 10 gallons) on site. The landscape <br /> contracting business will not store bulk fertilizers, herbicides or <br /> pesticides on site. Nor will the landscape contracting business <br /> offer lawn care services. The easterly 324 feet of this parcel <br /> would be rezoned to A-B Agriculture District to allow its use as a <br /> garden center. A-B Agriculture zoning will provide for commercial <br /> uses associated with local agricultural production, and which <br /> require a rural location due to extensive land needs and proximity <br /> of resources. Permitted uses include sales and distribution of <br /> nursery stock and plants. <br /> The westerly 245 feet of this parcel would be rezoned to <br /> LC-1 Commercial to allow its use for a landscape contracting <br /> business. LC-1 Commercial is intended solely for general, <br /> mechanical and landscape contracting businesses. LC-1 Commercial <br /> zoning is not full-fledged commercial use as permitted by C-2 <br /> Commercial zoning, because it is restricted to contractors only and <br /> places strict limits on the number of items of equipment which may <br /> be stored on site (15) . Like A-B Agricultural zoning, LC-1 <br /> Commercial zoning is intended to keep the contractor close to the <br /> area where he resides and conducts business, because it allows <br /> outside storage of materials or supplies used by the contractor in <br /> fulfilling contracts. <br /> Last year Mr. Niesen set up and operated an experimental <br /> and temporary garden center in the parking lot of the Piggly Wiggly <br /> supermarket in Cross Plains from approximately May 1 until June 30. <br /> Numerous local gardeners patronized Mr. Niesen's garden center. <br /> His patrons told him how much they enjoyed buying locally their <br /> nursery stock, plants and gardening and landscaping materials and <br />
