Mr. Lyman Anderson - Dane County Zoning and Natural Resources Comm. - May 19, 1995 <br /> was able to observe wildlife responses to a blast in the existing Hanley quarry. Although an admittedly <br /> small charge, the shot appeared to have little effect on waterfowl using the marsh. This result greatly <br /> reassured department wildlife program staff. <br /> Recommended conditions - The department and Wingra Stone Company agree that the following are <br /> reasonable conditions on issuance of conditional use permit 1226: <br /> 1) Wingra Stone Company will submit a plan of operation for fugitive dust control to Mr. Thomas <br /> Roushar (273-5603) of the department's southern district Air Management section and will allow on- <br /> site review of operations by the department. <br /> 2) Wingra Stone Company will route stormwater away from Patrick Marsh. The Company also agrees <br /> to seed and mulch stockpiled overburden to minimize erosion to the marsh, and to maintain the existing <br /> trees along the west property line as an aesthetic buffer. <br /> 3) Wingra Stone Company will maintain a 30 foot setback on mineral extraction from the west <br /> property line and otherwise prevent encroachment upon the 1000 foot shoreland zone of Patrick Marsh <br /> (measured from the 965.5 foot NGVD contour.) <br /> 4) Wingra Stone Company will employ above-ground fuel storage facilities equipped with spill <br /> containment devices to minimize the possibility of groundwater contamination. <br /> 5) Wingra Stone Company will restrict mineral removals to material above 965.5 feet NGVD elevation <br /> to avoid pumping that may lower Patrick Marsh water levels.. <br /> 7) Wingra Stone Company will maintain a blasting schedule not exceeding 3 shots per day, or 90 shots <br /> total, during each of the March - May and September - November waterfowl migration and nesting <br /> seasons. <br /> Subject to these recommended conditions, the department withddraws its objections to approval of <br /> Conditional Use Permit No. 1226.
