Among <br /> others, the following issues were discussed: <br /> State regulations - Mr. Shea was concerned that department recommendations to include statute and <br /> administrative rule requirements as permit conditions was redundant and confused the issue. He argued <br /> that Wingra Stone Company is bound by and fully intends to comply with state regulations, making <br /> these conditions unnecessary. Department staff agreed, and deleted these conditions. <br /> Environmental assessment - The department's earlier recommendation that the petitioners prepare an <br /> environmental assessment of the effects of quarry operation on the hydrology of Patrick Marsh was <br /> modified to more closely reflect the perceived risk. Mr. Shea agreed to consult with the Wisconsin <br /> Geological and Natural History Survey to determine if, in their opinion, operation of the proposed <br /> quarry posed any threat to the hydrological integrity of the marsh. <br /> Communications from Dr. Bruce Brown of that agency indicated little concern that quarrying would <br /> harm Patrick Marsh. He did recommend, however, that the floor of the quarry remain above the <br /> maximum pool elevation of the marsh to eliminate the necessity of pumping which might lower marsh <br /> water levels. <br /> Air and groundwater contamination - Department concerns about the potential for air and groundwater <br /> contamination were reduced by Mr. Shea's description of Wingra Stone's investment in pollution <br /> control equipment and committment to avoid such problems. <br /> Wildlife disturbance - Published recommendations for blasting schemes that would minimize wildlife <br /> disturbance were discussed.
