Anderson <br /> April 11, 1995 <br /> Page 2 <br /> However, it is our understanding that instead of only one- or two-story buildings, <br /> the buildings may now be three or four stories in height. <br /> The City of Madison's adopted Land Use Plan has designated the Lester Williams <br /> Estate property together with adjacent properties on Landmark Place for multi- <br /> family dwellings (Medium Density Residential). Instead of multi-family <br /> residences, some of the properties have been developed with office uses, such as <br /> the WIPRO and IBM buildings. Because of these developments, a more <br /> appropriate use of the Lester Williams Estate property may be for office <br /> development instead of multi-family residences. However, based on the present <br /> zoning of RH-1 Rural Homes District, the only uses now allowed on the Lester <br /> Williams Estate property are agricultural uses, single-family dwellings, and <br /> community living arrangements and foster homes with a limitation on the number <br /> of persons as permitted uses, and certain types of institutional uses, such as day <br /> care centers,and government and religious uses, as conditional uses. <br /> The Lester Williams Estate property, which is 6.4 acres in size, has unique natural <br /> features. A portion of the property was quarried,and therefore the topography has <br /> been altered to provide some low areas. Although a ridgeline traverses the property <br /> from southwest to northeast and much of the land slopes toward Landmark Place, <br /> the southeast and some of the south portions of the property slope toward the <br /> single-family lots on Nottingham Way. The southeast portion also contains some <br /> steep slopes. Today, storm water runoff from the southeast and south portions <br /> drains towards and across the single-family lots. If development were to occur in <br /> the southeast and south portions, the impervious areas will contribute towards more <br /> storm water runoff, thereby creating a significant problem for homeowners on <br /> Nottingham Way. <br /> It is our understanding that no development plan has been submitted together with <br /> the rezoning petition, and if the property were to be rezoned to C-2 Commercial <br /> District, the proposed development need not undergo further review through a <br /> conditional use process. We would suggest that the Dane County Zoning and <br /> Natural Resources Committee defer action on this rezoning petition until an overall <br /> site development plan for the entire 6.4 acres has been prepared by Epicentre <br /> Technologies Corporation. The site development plan should indicate the size and <br /> location of all future buildings, driveways,parking lots, and other improvements <br /> and in addition, any on-site landscaping and screening. Storm water from the <br /> buildings,parking lots and other impervious areas should be diverted towards <br /> Landmark Place which now has an underground storm sewer system. Any <br /> building exceeding two stories in height should be located in the north portion of <br /> the property and closer towards Landmark Place. The adjacent WIPRO building is <br />
