13 <br /> • <br /> Dane.County proposes to remove the clay soils during the phased construction of the landfill. <br /> During and after excavation, drainage and erosion control measures including the construction <br /> of a sedimentation basin at the property's northern boundary will be taken to prevent erosion <br /> and subsequent siltation of nearby water conveyances. Any active borrow area will be restored <br /> by the conclusion of the working season. Scrapers will be used to remove and stockpile the <br /> overlying topsoil. The clay will the be excavated and loaded into trucks using a tracked <br /> backhoe. Once the clay has been excavated, the borrow area will be regraded in order to <br /> roughly match the original topography and drainage patterns. The topsoil will then be <br /> replaced and the land restored for agricultural use. It is proposed that the land be kept in <br /> alfalfa and/or grasses for an initial 5-year period to allow soil structure to become re- <br /> established. <br /> Access to northern portion of the site will be to USH 12-18 via an existing farm access point. <br /> Access to,the southern portion of the site will be to CTH N. The trucks will then travel <br /> northwesterly on USH 12-18 for approximately 3 miles to the landfill site (see attached map). <br /> In addition to the high quality of the clay that is present at this proposed borrow area, this <br /> property would make an excellent borrow site for the following reasons: <br /> • The property is listed with a real estate agent for immediate sale. <br /> • The majority of the adjacent land is agricultural with relatively few nearby houses. <br /> • There are no wetlands on or near the site. <br /> • All trucking will be done on County and US Highways. No Town roads will be used. In <br /> addition, due to terms of the negotiated agreement for the landfill expansion, the 3-mile <br /> haul distance is the shortest possible.
