MAY 131994 May 11, 1994 U v LAND NEC. &icunos Dane County Zoning Department Room 116, City-County Building Madison WI 53709 RE: Zoning Petition i 5923 and Conditional Use Permit 1148 by Francis & Marilyn Gannon Dear Sirs, As property owners who's land is adjacent to Francis and Marilyn Gannon's property, we have concerns about the rezoning of their property from RH-2 to A-2 . And, more importantly, the issuance of a conditional use permit that would allow UNLIMITED livestock. We attended the Springfield Planning Commission meeting held on March 7, 1994. At this meeting, it was discussed and agreed to by all parties in attendance, that a recommendation would be made to rezone the property to A-2, with a conditional use permit. But, it was also discussed and agreed to by all parties that, the conditional use permit would be for horses only, and would limit the number of horses to 15. Even though we feel that 15 horses is too many for 7.9 acres of land, we felt this to be a fair compromise for all parties involved. (Note: since there is a house and barn located on this property, there are NOT 7.9 acres of land available for animal use. ) We urge you to take into consideration our concerns, before granting the rezoning from RH-2 to A-2, with a conditional use permit that would allow UNLIMITED livestock. 1. What is Francis and Marilyn Gannon's real intent? * 7 horses were sufficient before, but now they want unlimited animal units * This zoning allows for the operation of a riding stable, is this what they're planning? * This would probably mean a lighted riding area * A definite increase in noise, as well as traffic in the area * Where would people park? On Highway P? This Highway has a fair amount of traffic already. Parking on the shoulder would only mean increased danger.
