Washington Avenue
Madison, WI 53704
RE: Fieldstone Drive at CTH "CV"
Taft Subdivision, 2nd Addition, Town of Windsor
This is a follow up to our discussion last week when we talked
about the possibility of an additional access to CTH "CV"
between Fieldstone Drive and Wheeler Road.
I stated it was unlikely the County ' s Transportation Committee
would grant another town road access to serve this subdivision .
Although it appears the 600-foot spacing requirement could be
met , the provision of a maximum of six accesses per side per
mile could not . Therefore, the proposed intersection. would
require a variance and there seems to be no valid reason to
grant a variance .
I am aware that the Town of Burke has now required a Type 'A'
intersection at Fieldstone Drive if an additional access point
cannot be created. Considering additional traffic generated by
expanding the subdivision, we indeed support the requirement for
an improvement . Whether Type 'A ' design is necessary, is
somewhat questionable . WisDOT ' s Facility Development Manual
states that Type 'A' geometry is warranted when traffic volumes
on the thru road and the side road exceed 1 , 000 vehicles per
„frro-- day. The average daily traffic (ADT) on this section of CTH
fl- ter , "CV" was 9 , 125 in 1993 , as determined from City of Madison data.
I 'm not sure what the ADT is on Fieldstone Drive, but it seems
VI`) unlikely that it ' s at 1 , 000 .
X111 The major difference between the intersection designs is the
ry approach ( i .e. southbound) geometry. Type 'A ' requires a full
t:1_,11-1 turn lane with a 300-foot taper , Type 'B ' merely a 250-foot
Jar taper with the widest point at the beginning of the turning
radius . I 've attached copies of each design taken from the
Facility Development Manual . CTH "CV" lane width should be
considered 12 feet . Tapers are developed from lane lines and do
not include the paved shoulder .
ast:\word5\review\92-38a.doc
