The <br /> Moungey parcel is completely surrounded by developed lots created <br /> by CSM prior to the implementation of A--1 EX by the Town. Since <br /> the Moungey proposal for an additional building lot would not be <br /> inconsistent with the surrounding developed neighborhood, their <br /> rezoning was considered to not conflict with the Town's policy of <br /> preserving agriculture areas.
