Old Business <br /> 1. Consider Windsor Comprehensive Plan Amendments <br /> EAardiu Flom_ Occu ation and Infi11 and Related Matters. <br /> Chairperson Harvey explained this matter was adopted at a <br /> special meeting held on December 7th -- no action necessary. <br /> 2. Consider ezone #6000 b N'a ne and Barbara Mown e <br /> 7617 Grinde Road, Deforest Rezone from Al Exclusive to R1 to <br /> Allow Residential Plat of Two Lots. <br /> Wayne Moungey and Dan Paulson appeared on behalf of this <br /> petition. A motion was made by Chairperson Harvey, seconded by <br /> Supervisor Day, to approve rezone #6000 by the Moungeys, with the <br /> usual Conditions of restricted access on Grinde Road and <br /> dedication of 33-foot right of way_ It was also pointed out this <br /> matter was being reviewed and approved in light of the newly <br /> adopted infill policy within the Comprehensive Plan- Motion <br /> carried with 3-0 vote. <br /> 3. Consider Certifies Survey Map by Wayne and _Barbara <br /> Moan e , 7617 (fir nde Road,Deforest/Crea.te Two Lots Near the <br /> Intersection of Grinde Road and ,Hawk Trail. <br /> A motion was made by chairperson Harvey, seconded by <br /> Supervisor Womack, to approve the CSM by Wayne and Barbara <br /> Moungey. Motion carried with 3-0 vote. <br /> 4. Consider g zone #6040 and Conditional Use Permit #1190 <br /> b David Grinde, 4215 CTA V, Deforest/Rezone from Al-Exclusive to <br /> AA21 to Create separate Parcels for ExistinaResidence and <br /> Conditional Use Permit to Allow for a Limited Family Business. <br /> David Grinde appeared on behalf of this petition- <br /> Chairperson Harvey asked that the two issues be discussed and <br /> Voted on separatelys the decision to allow the business in -light <br /> of the newly adopted infill policy; and the land division <br /> creating separate lots_ Regarding the business issue, Supervisor <br /> Day expressed his concerns with allowing conditional use <br /> businesses in a •haphazard fashion" -- creating a patchwork of <br /> commercial parcels. Chairperson Harvey read the policy relating <br /> to home businesses. Mr. Grinde explained all work would be done <br /> within the building, he has no employees, there would be no sign <br /> on the building, and this was not a walk-in business. Ron <br /> Reineke, who owns property next to the proposed building. <br /> expressed his Concerns about the size of the building and how <br /> that would affect his property values.
