Cu'° //'6. <br /> • <br /> • <br /> • <br /> Rutland Board Meeting Minutes - June 7 , 1994 <br /> Tom Sudden appeared concerning his plans to develop the 3 acre Hwy <br /> 51 commercial property as a Country-Western bar and dance club. The <br /> planning commission expressed its concerns for the traffic congestion <br /> and run-off associated with this project. Noting that it was within <br /> the extra-territorial jurisdiction of the City of Stoughton, Budden was <br /> advised to clear this with the city. Budden stated that he had already <br /> cleared the project with them and they had no problems with it. The <br /> project is planned to accommodate 700-800 people and the parking lot is <br /> planned for approximately 500 cars. The property will be viewed. <br /> Town of Rutland Board Meeting Minutes - July 5, 1994 <br /> Planning Commission Report and necessary Board action. <br /> CUP#1166 by Thomas M. Budden, agent for Richard and Dorothy Olson for <br /> tavern with lighted volleyball court located on 3 acres north of 1411 <br /> USH 51 (Section 1 ) . Property is currently zoned C-2 - no rezoning is <br /> necessary. Tom Budden gave a statement concerning his proposed <br /> facility , showing the layout and the results of the drainage study. <br /> Pipes under the building will drain to an existing pond and the septic <br /> system will have three 2, 000 gallon tanks as well as a 12, 000 square <br /> feet drain field. There is also an alternate drain field site. The <br /> present entrance to the frontage road will be the only access to the <br /> site. Gary and Bob Dvorak Sr. were concerned about the capacity of the <br /> culvert that runs under Hwy. 51 . The commission felt that some limits <br /> would need to placed on the proposed outdoor volleyball court <br /> concerning noise and late night lighting. Budden noted that the <br /> revised plans for the parking lot indicated that it will accommodate <br /> only approximately 200 cars and not the 600 as previously stated. <br /> Plummer expressed concern for safety of the patrons as well as the <br /> well-being of townspeople. Budden agreed to pay a reasonable cost for <br /> the Town's engineer to check over the plans as they relate to the <br /> Land Use Plan. He also stated that a six-foot fence could be erected <br /> around the property if vandalism to adjoining properties becomes a <br /> problem. The P.C. recommended approval of CUP #1166 to the Town Board <br /> with the condition that exterior lights of the volleyball court be <br /> extinguished no later than 10:30 p.m. and that no exterior speakers, or <br /> music, be allowed in the volleyball court area. <br /> After further discussion with Tom Budden regarding the layout and <br /> drainage, The Town Board accepted the P.C. recommendation for approval <br /> with the conditions limiting the lights and music on motion by Onsrud, <br /> second by Furseth. Motion carried unanimously. <br />
