8. <br /> August 23, 1994 <br /> Dear Members of the Zoning and Natural Resources Board: <br /> I am writing to express my interest in having the 20-acre Koch Site along County Trunk <br /> Highway "K" rezoning approved. The issue of preservation of prime farmland while a <br /> gallant one is not a valid argument to deny rezoning. There has been approval after approval <br /> of development plans taking prime agriculture lands out of production in Middleton (Bishops <br /> Bay), Waunakee (Six Mile Creek), McFarland (Autumn Hills), Cottage Grove (North Lawn <br /> and Arrowwood), Sun Prairie (Renk Farm) and I could go on and on. If this was the top <br /> priority, your committee would not have allowed this prime agriculture land to become <br /> residentially subdivided into single family home lots. The Town of Springfield does have an <br /> active planning commission. This commission has recommended the Town of Springfield <br /> Town Board approve the rezoning of this parcel. The Town of Springfield Town Board has <br /> over-weilmingly approved the "rezoning" that allows the subject property to adopt a future <br /> school at this location. Unfortunately, the county has not approved the Town of Springfields <br /> "rezoning". The he town has expressed their desire to utilize the Koch site for this purpose and <br /> it is consistent with the present rezoning approv 1. <br /> Currently, there are two schools in the township which have been in existence for more than <br /> fifty years. These schools have remained in harmony with the surrounding rural nature and <br /> character of the township and have not led to your so - called urban sprawl. They satisfy the <br /> needs of the population of the Springfield area very well. Since the existing school is in need <br /> of replacement it makes good planning sense to retain the neighborhood school concept <br /> similar to the one room school house built to serve a particular area. Taking into <br /> consideration the proposed improvements to USH 12, access would be ideal for this location. <br /> This,location is in the center of the Springfield service area. I believe it is unfair to dictate to <br /> lesser municipal governments what their land use has to be when the county allows Villages <br /> and Cities to gobble up prime farm land at an exurbanite rate unapporchable by county <br /> government. <br /> I believe this request is consistent with present and future rezoning, is supported by the town <br /> board who speaks for the township, and is the best location for the existing Springfield <br /> population. Furthermore, I don't believe it will add to urban sprawl. Again, the two existing <br /> schools have remained in harmony with the rural character of the township to date.
