EXHIBIT A <br /> TAX PARCEL NUMBER:080835394608 and Lot 1,CSM 13210 <br /> Maintenance provisions: <br /> Detention Basin Infiltration Provisions <br /> The Owner's stormwater management design calculations are based upon a starting water elevation of <br /> 946.0 within the detention basin, and the basin will not perform as indicated by the Owner if water <br /> levels within the basin are consistently higher than 946.0. The Owner shall be responsible to provide <br /> infiltration capacity within the detention basin satisfactory to the Town of Springfield. The basin shall <br /> infiltrate stormwater runoff quickly enough so that the following two conditions are met: <br /> 1. The water surface elevation within the basin is below elevation 946.5 after a 14 day dry period. <br /> A 14 day dry period shall be defined as any 14 day period (between the dates of March 12th and <br /> December 2"d) in which the cumulative rainfall depth is less than 0.5 inches. <br /> 2. The water surface elevation within the basin is below elevation 947.5 after a 7 day dry period. <br /> A 7 day dry period shall be defined as any 7 day period (between the dates of March 12th and <br /> December 2"d) in which the cumulative rainfall depth is less than 0.5 inches. <br /> Additionally, at the discretion of the Town Engineer, if it becomes apparent that high water levels are <br /> negatively impacting the Schneider Road pavement and ditches, either structurally or based on visual <br /> appearance, the Owner shall be responsible to increase infiltration capacity satisfactory to the Town of <br /> Springfield. <br /> Once the owner is notified by the Town of Springfield or their representative,the owner shall take water <br /> surface measurements within the detention basin on a weekly basis and provide the measurements to <br /> the Town of Springfield. The owner shall provide an elevation marker within the detention basin and <br /> accessible to the Town. The elevation marker shall be clearly marked in 0.5 foot increments from <br /> elevation 945.0 to elevation 952.0, and shall be secured to maintain a constant elevation. The owner <br /> shall provide a surveyed on-site reference benchmark. <br /> Rainfall depth shall be as recorded at a rain gauge acceptable to the Town of Springfield. The owner <br /> shall also provide the record of daily rainfall measurements for the rainfall gauge when requested. <br /> If the detention basin fails to meet both of the performance requirements listed above, the Owner shall <br /> be required to improve the detention basin's infiltration performance to the satisfaction of the Town of <br /> Springfield. <br /> Detention Basin General Provisions <br /> The owner shall visually inspect the detention basin and outlet structure twice a year. The inspections <br /> shall include checking for potential problems such as: subsidence, erosion, tree growth in and around <br /> the embankment and outfall structure, sediment accumulation, clogging of outfall structure, and <br />
