Nygard Street is no longer the quiet <br /> isolated street it was before the church was built, and I, for one, miss the way it used to be. <br /> Mr. Johnson stated at the recent town of Madison meeting that his congregation has increased <br /> from approximately 30 member in 1986 when the church was built to its current level of 60-80 <br /> members. This is a 200-300 %increase that only reflects members, not the uncounted number of <br /> non members that attend services. <br /> Nygard Street is a stable South Madison neighborhood, or at least it used to be;Pm not so <br /> sure anymore. Most of my neighbors were already in their homes when I bought my house nine <br /> years ago. Lon Mann-Cary grew up in the house she now lives in. The house I live in was built <br /> by Warren Dettinger's immigrant uncle from Norway. The presence of the church has had a <br /> destabilizing effect of the neighborhood and has directly influenced one persons desired to leave. <br /> In plain English,the neighborhood has not been the same since the church moved in. <br /> In July of 1993 the church bought a vacant lot next to their current building. They received a <br /> conditional use permit for this lot. Mr. Johnson said he went door to door and notified all the <br /> neighbors of his plans to purchase the lot and obtain a conditional use permit. Nobody at my <br /> house remembers being contacted. None of my neighbors remembers being contacted. Because <br /> no one knew about Mr. Johnson's plans, the conditional use permit was passed without <br /> opposition. Now Mr. Johnson wants a conditional use permit for a $ 115,000.00 house and lot <br /> on the other side of his current building. When will this stop ? What can the residents of Nygard <br /> Street expect in the future? More noise? More traffic? More runoff? I ask the board to listen to <br /> the people who live on Nygard Street and reject the request for a conditional use permit. <br /> I would also like to offer a solution to the parking and runoff problems, and a partial solution <br /> to the noise problem. Adjacent to the eastern edge of the church property is a vacant lot owned <br /> by a Pentecostal Assembly member. This vacant lot has frontage on North Rusk Avenue. Rusk <br /> Avenue is wider than Nygard Street and is served by Madison Metro. I would like to suggest that <br /> an easement be granted across the vacant lot so that a church driveway can be built between Rusk <br /> Avenue and the current church parking lot. The existing church driveway on Nygard Street could <br /> then be closed, except for a circle turn around that would allow people to be picked up and <br /> dropped of at the church door. This would allow a berm to be built at the end of the circle drive. <br /> The berm would trap runoff and retain it on site. The berm could also be planted with evergreen <br /> shrubs that would block the glare of headlights. Traffic on Nygard Street would be reduced to <br /> pre-church levels. In previous talks with the Town of Madison it was mentioned that such a plan <br /> as this might be required if the church expanded again. Perhaps the time has come. <br />
