At the public hearing, the applicant indicated <br /> that there was a sewer running along the railroad and he wanted to connect this proposed <br /> development to it. The Cottage Grove interceptor sewer does run along to the south within the <br /> railroad right of way; however, it is for the express purpose of serving the Village of Cottage <br /> Grove. <br /> When this interceptor was approved by the RPC, it was done with the specific limitation that it <br /> would serve Cottage Grove, and not all intervening lands along the railroad track. "Provision of <br /> service to areas outside of Urban Service Areas would be inconsistent with current adopted plans <br /> and policies." (Dec. 14, 1978) <br /> Thus, the site, approximately one-fourth mile outside the central urban service area, cannot <br /> receive sewer service unless the urban service area is expanded to include it. Any zoning to <br /> more intensive use is premature and in conflict with adopted plans. <br /> If there is a desire to add this site to the urban service area, the unit of government responsible <br /> for provision of services (Town of Blooming Grove) would have to prepare and submit the <br /> necessary planning documentation to the Regional Planning Commission to justify this action. <br /> Since it is in a designated open space area, any plan documentation would have to address a <br /> proposed amendment to the Park and Open Space Plan as well as the central urban service area <br /> requirements. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
