There is no reference or implication that s. 10.123(9)(b) is <br /> intended to designate substandard parcels as R-1. <br /> Conclusion <br /> Based upon the aforementioned provisions there is no reference or authorization that <br /> would allow for a change of zoning of Mr. Bowman's parcel without going through <br /> the legislative process. Zoning is only accomplished through the legislative process and is <br /> authorized pursuant to section 59.97 of the Wisconsin State Statutes. As previously <br /> emphasized there is no inconsistency or conflict with aforementioned provisions of the <br /> Dane County Zoning Ordinance and Mr. Bowman's substandard parcel. Section <br /> 10.123(9)(b) clearly demonstrates the alternative dimensional standards that substandard <br /> parcels in the A-1 Ex. district are required to comply with thus making the issue addressed <br /> in section 10.28 a mute issue. <br /> • <br /> • <br />
