The Town of Cross Plains adopted a Land Use Plan in 1981 and as a part <br /> of the State Farmland Preservation Program. The result of the program was the adoption <br /> of a rezoning ordinance which approved a blanket zoning of previous A-1 agriculture <br /> property to the A-1 Ex, exclusive agricultural district. As a result of this action and <br /> approval by the County Board, Mr. Bowman's parcel of 28 acres became a substandard <br /> parcel due to the fact that the A-1 Ex district requires a minimum parcel size of 35 acres. <br /> As a result of this blanket zoning it is evident that other substandard parcels exist in the <br /> Town of Cross Plains. A similiar situation exist in each town that has adopted Farmland <br /> Preservation and the A-1 Ex zoning district (30 of 34 towns). A few of these 30 towns <br /> have chosen to address these substandard parcels subsequently doing a one time <br /> comprehensive rezoning of nonconforming A-1 Ex parcels. Most towns, like Cross <br /> Plains have not done so since the one time rezoning has tended to result in zoning <br /> that permits the status quo and the A-1 does that to a similiar extent in many cases. <br /> t, <br />
