The other issue was that they were <br /> blasting with an overcast sky as noted by the log. This is against <br /> good practice according to DIHLR because it dramatically increased <br /> the air shock wave associated with the blast . At 150 decibels we <br /> have learned the fracture of windows is likely . The commission <br /> should be aware that in addition to the window that was broken on <br /> our house, numerous incidents of neighbors replacing windows can be <br /> documented. Also included from Dr . Tom Kratochwill to DIHLR that <br /> they have complained over a four year period to Yahara and nothing <br /> had been done. <br /> After monitoring numerous subsequent activity DIHLR put Yahara on <br /> a restriction to notify us personally 24-36 hours before the blast <br /> and within a half hour of the shot detonation (see DIHLR 6/22/89 <br /> correspondence) .
