Perhaps it could have been <br /> from a tank on a farm or a nearby plant in the township or perhaps the Payne and Dolan asphalt <br /> plant which is no longer there. <br /> Continuing growth of this sight as a commercial sight will only be an exacerbation of the <br /> current access and traffic on this dangerous Highway 12 S-curve. It has already been the site <br /> of at least one fatal accident. <br /> We already put up with the problems of a quarry. Our agriculturally and residentially <br /> zoned area does not need further problems associated with an industrial development within the <br /> distance of less than 1,000 yards of residences and children. <br /> If you examine the current residential development of the encroaching Town of Middleton <br /> and our existing developments of Shamrock Glen, Cherry Hill, and Greenbriar Road , it is <br /> difficult to understand how a zoning group could look at the whole picture and not realize that <br /> existing asphalt plants within the area could effectively service the proposed public highway <br /> projects. It was especially interesting to hear the representative from Payne and Dolan, Inc. <br /> answer a question proposed to him by a member of the Dane County Zoning Commission <br /> admitting they had all the necessary material at their home based plant and the distance was not <br /> that much further to the proposed project on Highway 19 (Meeting on 6-8-93). It is not very <br /> difficult to hear between the lines of rationalization that Payne and Dolan bid a highway project <br /> based on a good deal on a gravel contract committment before they had zoning approval for <br /> locating an asphalt plant at the quarry. This was a bad business decision on their part We <br /> should not be be pressured to accept this because they don't follow appropriate protocol before <br /> making their bids. <br /> Over the last six years, we have learned to deal with the Department of Industry,Labor <br /> and Human Relations blasting regulations. We do not wish to begin the challenges relating to <br /> the Department of Natural Resource's regulations relating to particle and malodorous emissions <br /> as well as control of liquid petrochemicals under Hazardous Materials regulations.
