7J <br /> /0c� <br /> July 12, 1993 <br /> Chairman <br /> Dane County Zoning Board <br /> Re. : C.V.P. #1083 <br /> Members of the Board: <br /> My wife and I are concerned citizens of Springfield Township and Dane County <br /> and as nearby residents of the proposed facility, voice strong opposition to <br /> the granting of a conditional use permit to Yahara Materials Inc. to locate a <br /> concrete batch plant on the proposed site. <br /> A month or so ago, I appeared before you voicing strong opposition to the <br /> granting of a C.V.P. to Payne and Dolan to site a hot mix asphalt plant at the <br /> same location. The Board, in spite of unanimous opposition from the <br /> neighboring property owners, saw it in their best interest to disregard strong <br /> scientific evidence regarding concern for environmental issues and public <br /> safety on Hwy. 12. <br /> It appears that the Board lacks total sensitivity for the democratic process <br /> and constituent concerns on granting the C.V.P. for siting of the asphalt <br /> plant. The Board is specifically charged with controlling land use in the <br /> best interest of the citizens of the area and not for one individual to whose <br /> economic benefit the permit serves. The siting of the asphalt and concrete <br /> plant at the location does not serve the constituents of the Board. <br /> At the last meeting, some concern was raised regarding possible conflict of <br /> interest of one of the Board members. To clear the record, I ask that at this <br /> meeting, each Board member declare publicly if in the past they have received <br /> any financial contributions or gifts from either petitioner Payne and Dolan or <br /> Yahara Materials Inc. <br /> To date, the petitioners have not filed an environmental impact statement. <br /> Until such is done, the Board should defer any decision. <br /> Again, the Board is to be reminded that they are charged to see that land use <br /> is in the best interest of the constituency. <br /> Sincerely, <br /> 4 '4'� / <br /> A <br /> Charles F.
