August 4, 1993 <br /> Mr. Richard Phelps <br /> Dane County Executive aU is U I <br /> Room 421 <br /> 210 Martin Luther King Blvd. i3ECEiVEu <br /> Madison, WI 53709 7Q�llNG 0111 <br /> Dear Mr. Phelps: <br /> We are writing this letter from the Frosch family in opposition of the Zoning Petition #5697 for the <br /> building of a home for Steve and Kathy Endres. The Endres' are requesting a rezone of 1.3 acres <br /> from A-1Ex to R-1A to allow for a buildable site. <br /> We hope you can help us in this unfair situation. We were at the Town of Springfield Town Board <br /> Meeting last evening,August 3 and the above zoning petition above was approved by the Board. We <br /> feel we did not get a fair chance in this case. This case was to the Planning Commission twice and <br /> was tabled both times because they could not agree on a decision. At last night's meeting the Board <br /> which consists of Dave Helt, Steve Crosby and Don Hoffman, made a decision without blinking an <br /> eye. The Board members know the father of the son who wants to build, or Don Endres, very well <br /> since Mr. Endres was on the Springfield Board for many years. When we spoke they didn't even hear <br /> us - their decision was made before we even arrived at the meeting. <br /> We feel we did not have a fair hearing and we wish to appeal the vote of the Board After the <br /> meeting, one of the Planning Commission members - Cyril Statz - walked us to our car and stated <br /> we didn't have a chance-that whatever Don Endres wants he gets-and the situation with the Board <br /> is getting worse. Mr. Statz also was recorded last night at the Board Meeting saying that he would <br /> have seconded the denial but he knew it would entail much yelling from the Endres' and he didn't <br /> want to deal with it. <br /> This is what has happened in a nutshell -- Currently the Endres'have the farm house (where the son <br /> lives), the parents built a new home and now this third home for another son. We feel their <br /> intentions are to sell this new home within a short amount of time. Our main complaint is that there <br /> was a previous site that was unanimously approved by the Planning Commission which was a non- <br /> agricultural site located by the actual farm house. We would like them to build on that site instead <br /> of right next to our home - the new site would be as close to our home as a city lot. The new site <br /> also is not a safe place to put a home since the road slops downward where they would be building <br /> their home. Also there would be three driveways within 50 feet of each other. <br /> We are sending to you all the letters we have sent for your background information along with a map <br /> of the site. The farm house, new house already built, and farm buildings are not even on this map. <br /> It seems to us that if the only two neighbors(Frosch&McSherry)who would be adjacent to this new <br /> site are opposed to it, and that another site was unanimously approved by the Planning Commission <br /> that was non-agricultural land-then how can this be approved when they are using good agricultural <br /> land right next to our home?? We just don't understand. <br />
