Dane County <br /> Zoning and Natural Resources Committee <br /> July 13, 1993 <br /> Subject: Rezoning of Farmland in Section 10, Town of Cross Plains for <br /> Residential Development. (Item No.: 18; Zoning Petition #5703) <br /> We, Kevin and Margaret Shea live below the hilltop which a zoning change is being sought <br /> by the real estate agent. Our land and that of our neighbors is zoned A-1 Exclusive. Our <br /> land was sold to the former owner before the Town adopted its Land Use Plan in May of <br /> 1981. <br /> In reviewing this plan we find certain key principles which we believe are as important today <br /> as they were when the Town Board adopted them in 1981. <br /> The ones which we wish to highlight are: <br /> "Non-Farm Development <br /> "6. Land which will allow construction of a road or driveway suitable for emergency <br /> vehicle travel and safe access onto existing roadways. Compliance with the town driveway <br /> ordinance will be required. Every effort will be made to avoid having roads or driveways <br /> cross agricultural land to reach proposed non farm development. <br /> "7. Land which does not disturb or destroy any important natural features such as: <br /> significant woodland areas, floodplains, wetlands, steep slopes, etc. <br /> "ROADS No cul-de-sacs or deadend streets will be permitted. <br /> "Policies: Woodlands are an important resource to the town, and protection of <br /> quality woodlands, as well as those which provide some erosion protection, will receive <br /> priority consideration for preservation from development. " <br /> We bought this land to live in the country. We grew up in rural Wisconsin and we want our <br /> children to have the freedom that goes with living in a farming community like the Town of <br /> Cross Plains. We want our neighbors to have the free use of their land, nevertheless we <br /> believe it is not in the County's best interest to allow this hilltop to be developed. It makes <br /> for good pasture and a tree farm but a rocky, wooded hilltop with steep slopes is best left as <br /> farmland rather than being developed. We are concerned about the drainage, septic and well <br /> issues if the hilltop is developed and a new road is cut into the hill.
