•
driveway location and construction because of the steep slopes on the
property. Mr. Landmark also noted that there was significant opposition
by neighbors and other Town residents. Mr. Landmark requested a roll
call vote: Mr. Grundahl - no; Mr. Kittleson - no; Mr. Ashman - yes; Mr.
Landmark - no. Motion failed: 1 - yes; 3 - no.
5. Public Hearing on Land Division Ordinance for the Town. A sample of three
proposed ordinances were distributed in recent weeks;
1. Interim Land Division Ordinance
2. Land Division Ordinance
3. Building Permit Ordinance
These proposed ordinances were obtained by Pat Downing at a
meeting in the Town of Primrose. Pat Downing provided some comments
on the purpose of the proposed Land Division Ordinance which, it
appears, is to regain some of the control by the Town on building sites on
35+ acre parcels. Rezoning is no longer necessary on these 35+ acre
parcels in order to build a residence. The building site approval is
informal and requires only the approval of the Zoning and Natural
Resources Committee, not the County Board. The ZNR has indicated
they will wait to hear from the Town Board before approval but the Town
does not have the same veto authority on these 35+ acre parcels as it has
on rezoning. A lengthy discussion followed about zoning issues, the
Town's Land Use Plan and development of land in the Town. No motions
or recommendations were made. Jerry Landmark said the following items
will be included on the agenda for the September meeting:
1. Interim Land Division Ordinance.
2. Land Division Ordinance.
3. Building permit ordinance.
Jack Markin offered to assist in preparing sample ordinances.
6. Discussion on new Land Use Committee Appointments. There is a vacancy
on the Committee due to the resignation of Michele Kittleson. The terms
of all the Committee members expire in April of odd numbered years. The
question is whether the current members want to suggest criteria for
appointments or re-appointments to the Committee. The members
discussed various criteria but declined to make any recommendations
since there are several applicants for the vacancy and recommendations
may be inferred as endorsements.
