We believe that Wingra's argument that it's <br /> use is "governmental" is inaccurate. While it hopes to bid to <br /> provide gravel for the Verona Highway By-pass, we don't <br /> believe that the sale of a product or service to a <br /> governmental entity automatically makes the use of the land <br /> governmental. What Wingra Stone is asking for is a boost from <br /> the County to enable it to be more competitive in bidding for <br /> highway work against other quarry competitors located to the <br /> south of Verona Road such as Hammersley Stone and Payne and <br /> Dolan, both of which have presently operating quarries. If <br /> this is governmental use then perhaps it also should be exempt <br /> from property taxes as is true of all governmental entities. <br /> In summation, we believe that Wingra Stone does not have <br /> a right to extract minerals where that action adversely <br /> affects neighboring property. We feel that Wingra Stone <br /> should not be given an economic advantage to allow it to be <br /> more competitive at the expense of other taxpayers and <br /> residents. Wingra Stone cannot meet any of the express <br /> requirements of the County's ordinance on terms under which a <br /> conditional use can be granted let alone ALL of them as the <br /> law requires.
