The site will be mined to a depth of 30 to 50 <br /> feet below adjoining land. This will change both the <br /> direction, speed and volume of storm water runoff exiting the <br /> property. This runoff will flow to the northwest into a <br /> greenway and storm water retention basin which will flow <br /> through our property. This additional water flow will <br /> significantly alter both the design and size of the greenway, <br /> all at our expense. <br /> b. The change in elevation will cause a re-design <br /> or the elimination of adjacent roads now scheduled to connect <br /> from our property into the Wingra property. These roadway <br /> changes, removal of the topsoil, sand and clay overburden will <br /> probably result in the Wingra property only being suitable for <br /> heavy commercial or industrial use because of the costs to <br /> blast in water and sewer service. The only buildings possible <br /> will be slab on grade thereby basically eliminating the <br /> residential use now scheduled for the Wingra property. <br /> Placing industrial or commercial use immediately adjacent to <br /> our residential use without a substantial green space buffer <br /> as is now shown on the City's land use plan, will <br /> substantially devalue our property and other existing <br /> residential units to the south now located along Nesbitt Road. <br /> "4. That adequate utilities, access road, drainage and other <br /> necessary site improvements have been or are being made." <br /> a. The only access road is CTH PD which has now <br /> become very busy. Do to existing and planned City <br /> development, it is no longer a quiet country road. Although <br /> the speed limit has now been technically reduced to 45 mph, <br /> having numerous heavy duty and slow moving trucks entering and <br /> exiting just over the brow of the hill will adversely affect <br /> traffic flow and possibly require other protective traffic <br /> flow improvements at a cost to the County. <br /> b. The site's drainage is proposed to changed <br /> through mining to cause all of Wingra's storm water to exit to <br /> the Northwest onto adjacent residential property and <br /> immediately into a greenway which will flow through our <br /> property. We believe that Wingra Stone has no legal right to <br /> to add more than 15 acres of land to our drainage basin <br /> without compensation. <br /> "5. That adequate measures have been or will be taken to <br /> provide ingress and egress so designed as to minimize traffic <br /> congestion in the public streets. . . ." <br /> a. Wingra's plan contains no mention of how the <br /> substantial additional traffic from its heavy gravel trucks <br /> will be accommodated on CTH PD. It basically expects PD to <br /> simply absorb this traffic. <br />
