COMPOSIT 'REPORT <br /> APPLICATION # ,■51.0 <br /> TOWN BOARD COMMENT: <br /> STAFF COMMENTS <br /> REGIONAL PLANNING COMMISSION (RPC) <br /> Petition 5750. This proposed mineral extraction site in Blooming Grove raises some farmland preservation <br /> and other policy concerns. <br /> This proposed site (140 acres) for clay extraction is in an agricultural land preservation area in Blooming <br /> Grove. <br /> Most of the site is currently planted with corn except for some trees along fencelines and the wetland area <br /> to the southeast. <br /> The soils are mainly prime agricultural land, according to the USDA definition. <br /> There is a mapped wetland area on the southeast end of the site. This wetland area is also included within <br /> the Blooming Grove Drumlin Area of the Greenspace Plan. The Greenspace Plan delineates an initial <br /> study boundary; however, no detailed study of the area has begun yet. <br /> Access to the site is a gravel road along the south edge of the Interstate right-of-way. <br /> As productive farmland, this is the type of land to be preserved for long-term production. If the clay is <br /> needed for the public purpose of capping landfills, there needs to be provision for minimal use--not the <br /> entire 140 acres. <br /> (continued) <br /> ENVIRONMENTAL HEALTH DEPT.
