Phelps <br /> Dane County Executive <br /> RE: Veto of Zoning Petition 5760 <br /> At the request of the Village of Mount Horeb,I am vetoing zoning petition 5760. This rezoning <br /> would allow for a large,unsewered commercial development,an automobile dealership,at the <br /> gateway to the Village of Mt.Horeb. <br /> The Village is alarmed and concerned at the prospect of having such a large,intense commercial <br /> development right at the front door to their community. The front door of a community is its <br /> signature. <br /> Mt. Horeb relies on a tourism-based economy,and thus the impression it makes on visitors. I am <br /> not going to second guess the Village on such a strategic decision. The Village has planned for its <br /> future. After a recent,two-year public planning process,the Village has determined that it wants to <br /> preserve its picturesque image and tourist economy. Placing this development at the very front <br /> door of the Village violates their plan. <br /> The proposed development also clearly violates the Town of Springdale Land Use Plan. While the <br /> development was supported by the Town Board,the people in the Town of Springdale are very <br /> split on having large scale unsewered commercial development visible from the highway. I have <br /> attached the list of the policies adopted by the Town of Springdale for commercial development. <br /> As you will see,this development violates virtually all of the adopted policies of the Town of <br /> Springdale concerning commercial development. <br /> I have heard from many citizens, on both sides of the issue,from the Town of Springdale and the <br /> Village of Mount Horeb. I have toured the site and have spoken with the owners of the land(the <br /> Bakers), the developers(the Symdons), the Town Chair(Karl Hacker),and the Village President <br /> (Pete Waltz). I believe I understand their perspectives on this issue. <br /> No one can blame a business for desiring the unparalleled visibility of this site,on a hill right next <br /> to a highly traveled highway. And certainly no one can blame the owners for wanting to sell a <br /> parcel that was separated by WisDOT from the rest of their farm. While the owners were <br /> financially compensated by WisDOT for the land taken,as well as the devaluation of the 16 acres <br /> in question, the land will remain more difficult to farm.
