Date: January 18, 1994 JAN 1 9 1994
To: Zoning and Natural Resources Committee
RECEIVED
From: Lo ' &Car%iller, owners of land adjoining town park ZONING DIV.
Subject: 6I #1110
Please allow us to add to our January 111994 statement
When efforts failed to site the town hall/ball fields in a more appropriate location on
Mineral Point Road, near the Cherrywood subdivision, the facility was sited in our
neighborhood, the weak link!.Recreational town needs must be met-but not in their back
yard. Our neighbors are kind, gentle, and reasonable folks searching for a solution for this
dilemma. These folks deserve fairness and consideration.
Is there a possibility of lighting expansion? One lighted softball field and one regular size
baseball field with lights were part of facility needs stated in the information printed in
1989 by the governing board of the West Middleton Boys Baseball and Girls Softball
Programs.
Concession sales(induding beer) provide ball program support. Concession sales are
planned at the new complex.Children-Sports-Beer.What is the message?
Community support is vital in today's world. Walter Kuhlmann is not an immediate
neighbor of the town hall complex but is within walking distance. In 1989 Walter
prepared a very informational letter(copy enclosed) addressing the town hall siting and
lighting issues. He has generously donated his time and knowledge to the community.
From the outset, it appeared most of the town board had a mission to site the town hall
complex and light the ball diamond(s). Although our neighbors could not attend every
meeting regarding lights, statements from these folks have been available to the parks
commission and town board. We question if careful consideration was given to our
concerns.Discouraging!
We oppose the lighting, but as stated before, to insure that children's programs would not
be hindered, we would withdraw our lighting opposition if restrictions could be applied.
Permanent restrictions are extremely important. Changes in town boundaries or current
or future administrations could modify these restrictions. DECISIONS TODAY WILL
AFFECT THE CHARACTER OF THIS AREA FOREVER. Conveyance of a scenic view
easement to the neighboring properties would provide restriction permanence. If the
easement cannot be implemented, we urge requested restrictions be imposed at the
county level.
Thank you for your consideration.
Z-:,4- ?
