Proposal of Neighbors for Restrictions on Recreational Use <br /> at the Town of Middleton Town Hall Park <br /> (Presented to the Town Board on January 17, 1994) <br /> A group of Town of Middleton residents, including several <br /> families that are immediately adjacent to the Town Hall park, are <br /> very concerned about preserving the character of the neighborhood <br /> in its rural setting. They believe that the presence of lighting <br /> at a ball field in the Town Hall park will severely detract from <br /> the rural atmosphere of the area. These residents feel strongly <br /> that the negative impacts upon their enjoyment and property value <br /> are so substantial that the Town Board's request for lighting <br /> cannot satisfy the standards in the county's conditional use <br /> ordinance. 1 <br /> Therefore, these neighbors of the park strongly prefer that <br /> there be no lights at all. However, if the Town Board wishes to <br /> try to find a compromise, the neighbors have reached a consensus <br /> on a set of accommodations that they feel are reasonable in light <br /> of the rural character of this neighborhood. The following <br /> restrictions on the use of the park would minimize damage to the <br /> enjoyment and property values of the neighbors: <br /> i Moreover, as presently zoned A-1, only governmental uses <br /> are within the conditional use. It would appear that a re-zoning <br /> to RE-1 and a conditional use under the RE-1 classification are <br /> both necessary before organized baseball leagues or lighting can <br /> be conducted at the site, since the RE-1 classification treats <br /> baseball fields separately from governmental uses. We made this <br /> point to the County Zoning Committee in May, 1989 when the site's <br /> conditional use for a town hall governmental purpose was first <br /> discussed. <br />
